School Board

The Huntington Beach Union High School District Board of Trustees is composed of five members elected by the community to provide leadership and citizen oversight of the district's schools. The School Board meets twice monthly, beginning at 7:30 pm, at the District Education Center, 5832 Bolsa Ave, Huntington Beach, CA 92649, (714) 903-7000.

Brian Garland, President
Mr. Garland served over 30 years as a teacher, counselor, and administrator in the HBUHS District. He was one of the charter teachers when Edison High School opened its doors in 1969 and later served as Edison's principal from 1988 to 2002. Mr. Garland has also served the education community through serving on the school board of the HB Elementary School District. Mr. Garland's wife, Elaine, also taught for many years in the Special Abilities Cluster at Edison High School. 

Susan Henry, Vice President
Susan Henry is a Registered Nurse and community volunteer. She is married with a son and daughter who attend Fountain Valley High School and a son in middle school. Currently she is president of the FVHS Foundation and a director for the Orange County Coalition of Public School Foundations. Mrs. Henry was elected to 4 year terms on the Board in November of 2000, 2004 and 2008.


Michael Simons, Clerk
Michael Simons is a Podiatrist and has served on the Community Services Commission and the Infrastructure Advisory Committee for the city of Huntington Beach. He is married and has had 3 children graduate from HBHS and has a son in high school. Dr. Simons sits on the Board of Directors of multiple local organizations. He was initially appointed to the Board in 1991 and elected to 4 year terms in 1992, 1996, 2000, 2004 and 2008.


Matthew Harper,
Alternate Clerk
Trustee Matthew Harper was elected to the Huntington Beach Union High School District in 1998, and re-elected in 2002. Since 2007, Harper has served as a policy advisor to Supervisor Janet Nguyen, Chair of the Orange County Board of Supervisors. As Deputy Chief of Staff, Matthew Harper assists in intergovernmental relations, and serves as lead liaison with the City of Westminster, Orange County Transportation Authority, Orange County Sanitation District and Orange County Fire Authority. Among other issues, Matthew Harper is an advisor on issues concerning Orange County infrastructure (i.e. water, flood control, roads, parks, public works, etc.). He also assists the Supervisor with oversight of various County departments. Matthew Harper has been licensed by the California Department of Real Estate since 2001, and earned his real estate broker license in 2009. A graduate of Huntington Beach High School, Matthew Harper is a member of the HBHS Alumni Association. Harper earned his bachelor of science degree in public policy and management at the University of Southern California.


Bonnie Castrey, Member
Ms. Castrey is an internationally recognized Dispute Resolver who has a law degree from WSU and her nursing degree from CSULB. She currently serves as the Chair of the Federal Service Impasses Panel. She has received many honors and recognition for her service to both her community and her professions. She is a strong advocate for Public Education and all co-curricular programs and serves on many statewide committees and coalitions to support our schools. Bonnie was the International President of the Society of Professionals in Dispute Resolution, President of the Orange County School Boards Association and the Founding President of the Orange County Industrial Relations Research Association.
